A surface analysis suggests this is derived from the 未然形 (mizenkei, “irrealis form”) of 囲む (kakumu, obsolete form of 囲む (kakomu, “to encircle; to surround”)) + ふ (fu, an auxiliary verb expressing repetition or ongoing state).
